It's going to be a lot easier to meet people in Panama if you know how to speak Spanish.
The people in Panama are extremely friendly. I can barely speak a word of Spanish although I plan to change that, but people even in Panama city make eye contact and say hello very often. It is actually kinda weird to be in a fairly big and busy city and have people smile and say "Buenos".
If you really a man. Just be yourself. No need to cheat about yourself and girls really like some boy or man always honest about himself. Never try to cheat or do something different what you talking before. One thing. Girls always like you hang around with them. Its same when you meet new people. Girl or boy. Its same. Never cheat each other.

yup, be honest to your new friend. Maybe they will like and not to forget you forever.
the important is your intergrity to making friend with him or her. then being polite and nice to them.

Lots. Do you mean ex-pats or locals?
Both. I have a marketing business in Panama and have little time for socializing. So when I have some free time I would like to use it wisely.
Ancla, a bar on Calle 50, attracts an older (30-50s) crowd; I've never seen another gringo in there. The bar in the Sheraton (across from Atlapa) attracts older ages from both cultures, because the music is jazz. And there's a Yahoo! Thanks for the information. I have a question you may be able to answer. I checked out an upcoming Expat event that is scheduled to take place in February. It's confusing because it states that the event will take place on Friday, February 15th. However that date is actually Sunday. Do you know what is the correct date?

Go to nigtclubs, especially the ones which are popular with expats. I myself had very little luck in this regard.. but I wasn't trying hard either... Beaches and pubs are good choices also.

I have met people through shared activities. Yoga, sports, friends of friends. It was hard for me at first to make friends - but once you have one or two - they start to invite you and you get included in the circle. Once that happens you can start spidering and infiltrating other networks.
I'm also a big fan of Couch Surfing - and there's a pretty decent community here. They have a Panama Group - and you can join their events. You don't have to host or surf couchs to be included - though setting up a profile would be a good idea.
