Oh I see, it means that they are jobless right? I thought it was meant that their business or job are not able to contribute good enough for the economy of Panama

It is extremely smart of Panama to keep poor people out. There is already enough of that in the country, why import poverty?

Apparently those poverty were unnecessary imported by themselves, I think Panama need to tighten up their borders and so on to prevent illegal immigrants and such.
