On Sept. 25, 1513, after an arduous journey through the Isthmus of Panama jungles, Spanish colonial leader Vasco Nuņez de Balboa reached the summit of a small hill. Turning one way, and then the other, he saw - astonishingly, in one swiveling glance - both oceans of the Western Hemisphere.
