Anyone has experience in buying local flights in Venezuela?

Concerns are:

1. Counterfeit money.
2. Where to get the best rate for your dollars?
3. How to book a local flight at black market rate and not pay with USD based credit card?

The current official exchange rate is 4.3, but black market is about 9.0.

Plan right now is to buy ticket in USD to Caracas, possibly overnight there and exchange $1000 in cash locally to Bolivares. Then buy ticket cash in Bolivares to Los Roques. Exchange money at location as needed.
