Has anyone used XOOM to receive PayPal money in Panama?

If I understand their service correctly, you can send them PayPal funds and then pick up the money (minus a commission) at any Banco Credomatic or Citibank in Panama.

Does this work as advertised, and how long does it take?

Are there any alternatives to convert PayPal to cash in Panama?

This would be interesting if it works. I know the fact that you cannot receive paypal in Panama is a pain for many people.
