We just relocated to Panama with our cat. Arrived 25 October 2011.
Already new ruls were active:
1. now Panama requires the Veterinary health certificate to be "authenticated" in Panama Embassy or consulate in your country (it is new requirement and most difficult.)
2. Pasport with all vacunación stamps in it.
3. We implanted electronic chip but it was not required.
What situation we have in reality
1/ In our country we get the initial the veterinary form which has 5 day life
2/ on the border before the flight the state veterinar service gives the special form.
The problem is that "authenticifation" of this certificate takes 5-7 days.
If you have the same system I see tho solution to take 2 veterinar certificates. One to bring with "authenticifation", second to leave on the border when leaving.
We did not know the new regulation and had just state veterinary certificate which we got on the border. Fortunately I contacted a day before the pet relocating commercial pet relocating company and they solved this problem (it is commercial organization and their service is not cheap Panama Pet Relocation Services 2011 Moving Pets to Panama Dogs Cats). As they told me if we would arrive after 1 November they could not help us.
If you have any questions, please don't hesitate to ask.
I haven't heard anything but that the Vet wasn't at the airport on weekends, which means special arrangements have to be made.
