Does it have to be Express Mail?

I searched and found the June 2011 thread regarding Express Mail. Have an acquaintance in Panama who would like me to send her a small package. A bit smaller than a USPS Medium Flat Rate Box.

Do I have to use Express Mail to guarantee delivery or is Priority Mail feasible?
