I've conducted an exhaustive search trying to find contact information for officers of the AUTORIDAD DEL TRÁNSITO Y TRANSPORTE TERRESTRE (ATTT). They're website is "under construction" and other information online is scattered. Is there anyone with a bit of knowledge in this area.

But, if I knew what your question or issue is, maybe I could give a better suggestion. I.e., do you want to talk to someone about your driver's license, or do you want to state your opinion about the new bus scheme, or apply for a job, or...?
In any case, it's highly unlikely you're going to get to any of the officers via email; it will have to be phone or in-person.
We are looking for the financial decision maker(s) within the ATTT. We represent US investors interested in the urban mass transit project in Panamá.
We are also interested in possible projects related to infrastructure, water & waste management, private sector development, alternative energy, agriculture, and mining.
Then, I suggest you contact the journalists who have been covering the ATTT stories. Google the director's name (Heraclio Batista) and you'll find lots of stories. A very good start would be Don Winner at The Panama Guide -- he can direct you.
(But for urban mass transport, I think your timing is off; nothing will happen now for several months -- i.e., after the elections -- and after all the caca re: the new bus system completely flushes.)
For all the other "possible projects": You're talking about many different agencies. You really, really, REALLY need as your first step a good attorney who is connected to the government and can help you navigate the maze. But again, with elections coming up next month, there's really no point in pursuing this now. Your "connected" guy now will likely be very disconnected with the July 1 inauguration.
