Shaky? We were located really high up in the building--and I felt that it was securely built...or perhaps you were referring to the fact that the builders did not spend a lot on the interior facades? If so, then I'll go with 'shaky.' Some seriously cheap fake wood paneling is used in corridors and public spaces, but that is more than made up for by the floor-to-ceiling windows in many of the rooms. I was in a huge room w/two double beds, large dressing area and mini-bathroom for about $75 a night. Not amazing, but you ARE close to a lot of things; well located for the mall--it's..well, a mall--every store you can think of, a mini-casino, large food court (prices comparable to the U.S. unfortunately,) movies, etc., and really helpful bilingual doormen and concierge staff @ the hotel. Cabs are plentiful & cheap, $2 to Panama Viejo, El Cangrejo, and all the casinos and restaurants that you would want. Our room had what was probably an awesome view of the Bahia de Panama before all those skyscrapers started going up in front of it...but all in all--a good place to stay if you are checking out the city for a few days. Look for the hotels w/kitchenettes and meal plans if you plan to stay longer than 4 or 5 days. The P.P. Inn also has a rather busy convention and party schedule--not that noise is a problem in the rooms, but it can sometimes make for an adventure getting in and out of the hotel.
