    Panama Carrot Law

    Everything closes at 3 AM now effective last week, except for casinos leaving bar/club owner with roughly 1.5-2 hours of business ~two days of the week.

    Smokes are up from $1.35 to $4 in the past 4 years.

    Since 2008 you are not permitted to allow smoking on your private property.

    The number of police check points are increasing exponentially.

    DUI limit is now at 1 beer - used to be 4.

    Mandatory annual prostate check.

    The Presidents needs to get out of office as soon as possible! He is ruining the night life for Panamanians and foreigners. I expect this poorly planned law to be lifted once they see how much revenue they are loosing. We are talking BROTHELS, STRIP CLUBS, and dance clubs shut down at 2-3 am. I mean the top girls at elite do not start coming in the front door until 30- 40 mins after mid night. I want to see what the excuse when the murder rate continues to soar.

    They should invest all this time and money into more education and learning facilities. You want a lower murder rate. Well, take all those Millions of dollars you are using to build that tall ass govt skyscraper on av balboa and invest in schools fools... But do not and I repeat do not FUCK with Panamas RUMBA... I mean how stupid can the govt be?

    They placed this law into effect only days away from the FERIA LA RUMBA en Zona VIVA... $$$$$$$$$$$$$$$$$$$$ LOST

    Below are the new rules in the fascist Panamanian dictatorship:

    Los compradores que carezcan de la factura de compra o su equivalente a las salida del local comercial emitido por un equipo fiscal seran sancionados con una multa la que resulte mayor entre:

    Un balboa (B./ 1.00) o el 7 % del valor del bien o servicio no facturado

    Estas sanciones seran aplicadas por personal de la direccion general de ingresos.

    Basically what this mean is you have to carry receipts for all purchases until you are at a safe distance from the store/restaurant. If you not have a receipt they will fine you or simply haul you off to jail.

    On top of this all bars/clubs/casions/stores can no longer sell alcoholic beverages after 2 AM Sunday through Thursday. Weekend is still 3 AM but now includes ALL locations.

    so as i see it , the goverment is trying to collect the 7% tax , this is to pay for things in panama that the country and people need , like the real cheap medical care the locals get , and the $5 cooking gas , they all want the perks but dont want to pay the tax . many places dont charge the tax , well then how do goverment programs get paid for ? as for the drinking law , good for them , if you need to be out passed 2 or 3 to get shit faced , you need help . but remember AA is for quiters

    I agree. I've always said that if you're not drunk by 1:00 am, you're not trying!

    But, those chasing the true "club scene" don't start until at least 10:00 pm so they need a bit more time.

    This is not acceptable. Threatening the entire population with fines unless government officials can inspect their shopping bags and receipts at will.

    Panamanians truly are a bunch of fkn irrational apes. A bunch of apes, nothing less. Police check points have gone through the roof in the past years - it's at such an abusive level now that I consider it before I leave home. Now they want to have bag checkpoints in the malls as well.

    Going from David to PC, there were 3 checkpoints, one in David itself, the 2nd one just before leaving Chiriqui, and a third one maybe 20 kms before arriving in Santiago. And another dozen speed traps. Next time I will definitely use the bus.
    Similar attitude at Albrook Mall, the mall security always looking like they are on maximum alert.

    You're right. Ridiculous to make collection of the tax a criminal matter. Go after the retailers--where the obligation lies.

    but mall security is always just a bunch of wannabe cops . fat guys that are stupid for the most part .

    my take on this is it gives the goverment the proof that the stores are not collecting the tax , i have been told all business must have cash regesters now . so if you walk out without a bill then one or both parties are in on the game of cheating on the taxes . very few of the locals pay any tax , income or property tax , so sometimes they have to , get use to the real world folks .

    The majority of locals do not pay any tax because the first 11,000 dollars per year is tax exempt and so is any property registered with a value of less than 30,000 dollars.

    Maybe they should tax that income instead of shaking people down on the street at what has become ABUSIVE in a very short time and will become worse. Panama is a police state. Just like Romeo wrote above - last time I drove from the interior to Panama City I counted AT LEAST 30 speed traps or checkpoints.

    They can all go to hell as far as I am concerned. I can accept an occasional suspicionless checkpoint if a few people have been gunned down at a mall so that it is well motivated.

    I have not had a problem paying the 5 % nor the 7 % tax, but from now on I will make it a full time priority to not pay it. Also I will help people extract local profits into other tax havens.

    This is a mistake. Panama is a SIN CITY and trying to make it anything else is going to be a blow to tourism. I think you'll see them reverse this one within 6 to 12 months.

    i dont live in the city and when there not out at that time but is there really that many tourists out partying at that time or mostly locals ?

    no tourist nor locals. financially it wont hit them hard, but i still think its a ridiculous rule.
    There's hardly any tourists here. there's business people who will be pissed off about it, but since they come for business they will keep coming anyways.

    They can probably close the airport in Bocas again, not for repairs this time, but permanently.

    Zona Viva I think will die in the end - lots of places are packed though. The taxis to Amador are way too expensive (at least $8 I think) and there is a permanent checkpoint on the road at night. Now with the Prohibition -- basically swinging a dead cat into the woods.

    Not even Noriega would have been this stupid. I have read his memoirs and a Prohibition would never have been on the table even. He actually understood this part of their culture and why it is needed.

    i grew up in Canada and as long as I can remember there was always a closing time of 2 or 3. , everybody knew it and they just change the time they start , in the 50es they use to close between 5-7 so everyone would go home and eat supper . and in 5 yrs here knowbody will even remember what it use to be .

    The best way to compare this to Northern America is by ways of the Prohibition.

    And people do remember when the Americans were here the bars were full at 8 PM and the bands were playing.

    good they can start going back to the bar at 8 pm then no need to sit at home until 10 because you are too cheap to drink all night . and thats the true reason they wait until later , too pucking cheap .

    I use to do that in college along with everyone else.

    I find it cheaper here to just start drinking at the bar. Maybe not per drink but in total cost. Also feel better the next day as I did not spent as many hours drinking.
