Best way to receive phone calls and messages in Panama while elsewhere?

Best way to receive phone calls and messages in Panama while elsewhere?
As my favorite service SkypeIn isn't available in Panama at this time, I'm looking for alternatives to receive calls and messages at a Panama number while outside the country.
Does anyone have any experience with ClaroLINE? It's not entirely clear if this can be used outside Panama as they say "Con las líneas ClaroLINE de Clarocom, usted puede tener desde 1 hasta 100 líneas telefónicas residenciales y/o comerciales en cualquier parte de la República de Panamá, donde usted tenga conexión de banda ancha." This looks like a Panama only service.
What about a prepaid cellphone with roaming? I checked out Movistar and Digicel and they do offer prepaid roaming for some countries but the selection is very limited. There's also Claro but they don't offer prepaid roaming at all. Are there any other prepaid roaming cellphone providers out there?
What about postpaid roaming? Is it difficult for a non-resident foreigner to get a cellphone contract with roaming?
