Well, it's no more a problem in Panama than it is anywhere else. There are cliques of cops on the take in just about every jurisdiction. Given that there has always been corruption (drug trafficking and money laundering comes to mind) in the Panamanian governement at one time or another, it would be folly to assume the police would be paragons of integrity...
